Is the rule in he's just not that into you always true?

pretty sure he likes you a lot. With the other girls he doesn't really care about them so he can act cool and careless, but with you, its different. He doesn't want to mess things up between you so he gets nervous about what to say and how to act. Make the first move if you really like him, it will make it so much easier on him, lol
