Writing, Agent and Publishing?

Currently, I am finishing up my manuscript for my book. The only problem is, I don't know how to get an agent from close to Windsor, and which publisher I should use. The book is a mystery/thriller, about a serial killer, the book is intended for ages twelve and up. I really, really need help, lots of points for best answer :)
